I think character development is key to great story telling. Why would you want to read about boring people? I fall in love with characters regularly and am heartbroken when I have to say goodbye to them.
Terry Pratchett, Carl Hiaasen and Christopher Moore are well known authors that take their characters seriously. They allow the characters to do all the silly business. I love that.
